Default Confused: Portland in Washington County?

I need to ask, how come a friend of mine who lives near the intersection of Highway 26 and Highway 217 has a Portland address when he clearly lives in Washington County and frankly what looks like Beaverton to me?

There's a very small section of W Portland that is not Multnomah County....

Yeah but that's not a small section if you know what I mean. PCC Rock Creek has a Portland address yet is on 185th. See what I mean?

This kind of thing happens all the time. I live in unincorporated Clark County, but my address reads "Vancouver, WA 98xxx". When I was in high school my best friend lived in unincorporated Multnomah County and his address was "Portland, OR" (that house has since been annexed by Portland).

You don't have to live within the city limits to have the city name in your address.
