Question Rain, rain, go away... but only a little.

I need to ask for help. We want to live in Oregon (hubby is native and ready to be back) but we have a small issue. We have horses. We LOVE the rain, it wouldnt be an issue at all but for the horses and maybe the kids who wont be used to it. (I am fatigued from the 105 plus summers in Idaho. If it rains here at all its like a mad dash to get outside and let it hit your face before it stops.) Is there a place where it rains (so I can be happy!) but not constant so the horses dont get rotten feet? We've been looking around Eugene and the smaller cities outside there... but to be close to the art and etc in Portland (not in town of course) sounds really nice! My kids need to be beach rats... not suffering dry rot. (although the beach itself cant happen for us, but lots of weekends there will be planned!)

Any advice on this? I appreciate your taking time to help me. Thank you.

Eugene has less rain I believe, in general the further south you go the less rain you will have. Also, if you go east of mount hood you start to get into the high desert not so very far outside of portland.
