Smile Portland neighborhoods for retireees

My husband and I are researching neighborhoods in Portland in anticipation of possibly relocating there. We are currently living in New York City, which is becoming much too expensive to live in. We are looking on Craigslist to see what rents generally are in Portland but we don't know which are safe neighborhoods and which are not. We don't drive so are looking for an area close to public transportation and easily accessible to stores, libraries, banks, doctors' offices, etc. by either our own two feet (we love to walk) or public transportation. We know that The Pearl District is one of the nicest areas in Portland but fear it might be a little too expensive for us.

We are looking for a one-bedroom apartment at a maximum of $1,000 a month, preferably a little less.

Any advice would be greatly appreciated.

I also am planning to retire next year to Portland. What I plan to do is stay a week or two in a hotel and get an apartment service (no fee to tenant, only to landlord) to send me round and ask many questions. I was just there for a week and it was too short, even though every day was spent in the car looking at different neighborhoods. I have thought about this a long time, and also want a certain neighborhood and apartment "look" so the only way to do this is to spend more time there while apartment-hunting. I think it is very worth the investment of a two-week hotel stay and the Shilo Inn Rose Garden was wonderful in its cleanliness and help from staff. And not overpriced.
