Yes, and in that part of Portland there is nothing to see and probably loads of airplane noise.

It's in outer NE. Most of the "outer" areas are going to be more dependent on cars and more full of things like strip malls, big highways, sprawl like, etc.

If you want a city environment you want to stay close in. If you want a more suburban environment there are a lot of nice suburbs. The outer Portland areas (in my opinion!) are just bland and blah.

So here is a question: Where is the best part of the city to live where I can easily access the train and/or streetcars and purchase a house for under 300K? (I say house because I would like a yard, even if its small, for two 10lb puppies to run around.) I do not want to live in the burbs though, would prefer the city, or just a few miles outside of the city.

Does this place exist?

There are many areas in closer in NE and N Portland where you could do that. Parts of SE as well but you're not close to MAX.

Depends what you're looking for exactly. North Portland in particular is really up and coming and homes are still cheaper. Check out Kenton for example. It's going to be an amazing area in a few years. It has a really cute strip of shops that will be happening probably very soon.
It's literally right on the light rail and near the new New Season's Grocery.
