Whats up with the high population of Native Americans in Portland?
It seems like most major cities in the country have less than 1% Native population, i just found it strange how in Portland its almost 3% which is over 15,000. Is there a Native American community in Portland?

In Minneapolis we have about 2% Natives and a large amount of them live in a Urban housing community for Native Americans
Welcome - Little Earth

Is there something like this in Portland?

I wouldn't read into the OP's question any motive other than curiosity. The data he was looking at seemed odd, I believe he was wanting to understand why.
