I used to take it quite a lot when I was using the L&C library. The Tri Met bus #39 does not go downtown but you can catch the #45 bus downtown and transfer to the #39 at Capitol Hwy and Terwilliger. You can look up the schedule on Tri Met's website. I don't think it runs on weekends any longer.
thanks I will definitely check that out, what about the light rail? Does that get close to the law school?

nope, no light rail goes close to L&C which is situated on the top of a hill in a VERY suburban/expensive house area. There are some very nice parks right by there too, and some "secret" mountain bike trails.
