OK...this just isn't the case when you look at the climate data. There hasn't been what would be considered a meteorologically "clear" day since Jan 21st and there were only four such days the whole month of January, only two of which were back to back.

As someone who has lived here for 20+ years, the weather in Portland since the 1st of the year is very typical (normal) in its lack of sun and clear skies.

Does anyone know what happened to the HYDRA data website (http://or.water.usgs.gov/non-usgs/bes/precip.html) it seems to have disappeared in the last few days.

To answer my own question - I have heard from the admin for the usgs site. Its a server problem and it should be back online soon.

Send it south of 43 N. If you drew a line there, everything north of it has gotten more than enough moisture, meanwhile south of it, we now lapse into drought.

Classic Negative Pacific Decadal Oscillation (with a couple of mini La Ninas heaped on).
