He/she was being factitious. There is a statewide movement to slow down the H1b visas in Oregon. I myself got $30,000 in H1b offset training in Oracle during 2004 thru 2007, and I wasn't even learning to earn. I was just after a couple of degrees in my retirement. But they have to spend the money so they sent dozens of state employees and full time students in Data Processing courses through the six semester program at no charge other than credit hour fees at the colleges and universities.

My wife's account rep/our friend Srini came to Portland from Bangalore 12 years ago and says he loves it here. He was with family in CA for a year but since he is quite frugal he came to realize there were better deals elsewhere and decided to settle in Oregon.

Obviously, you can't base anything off a guy from the internet who knows one Indian person in Portland.

He does talk about his deep love and involvement with the local cricket club, and he did find an Indian woman here in town. What does that mean? Not much really. Just that there is an Indian presence in Portland but you don't know about it if you aren't Indian.

Hillsboro is nice. Schools are good.

I make 75-90k ish (depending on overtime) and my taxes are 6.6%. I have 3 kids, including an 11 y/o boy. So, while that may not help it could give you an idea.
