Wink the greenest city

In today's Sunday newspaper there is a rotogravure section (I am not sure what it is called now , but that's what it used to be called in the middle of the last century ) with an article about traveling "green" and Portland is named the greenest city in the US . People are advised to visit just to see all that Portland offers for themselves. All of the cities that are "green" ( a new adjective, I guess) are on the west coast.
