Default Multnomah County...insight? perspective?

Considering moving to Oregon in 2007. During my online home value searches, Multnomah County comes up as the most reasonably priced...just curious as to whether there's any particular reason for this? Having lived in California all my life, I have little to no knowledge at all about Portland and its surroundings. Looking to spend as close to 200K as possible for a small home. Thanks!
