So basically the people in East Portland should call the police when they see criminal behavior, but shouldn't expect the police to do anything about it because it isn't a police neighborhood.

To report gang activity I'd have to live where I see gang activity. I don't. If I did that would mean I'm in pretty deep stuff of my own. When you "pick up the phone" to tell them about the neighbor with the kid with gang colors that you think is up to no good. And they go to his house to 'interview' him. The first thing they will tell him is who dropped the dime. The second thing they will do is tell him that it will be cool to fire one round through your front door, but only one. I'm serious! Back in the day when I did live in gang country. The local precinct ran a chop shop and they took at least one car from every resident of the neighborhood using gang crews. They protected the tow truck drivers and they protected the chop shop for years. Two precinct commanders were disciplined over a 20 year period and unknown numbers of cops were rotated out of the 77th precinct. No matter, everytime a new administration took over and promised better service to the community, the easy money to be made from supporting gang activities made them go rogue. But it is their job to police the community and keep the peace. NOT MINE and NOT ANY CIVILIAN'S and I am not going to let anyone try to shame me into tossing away my life by going up against known criminal elements without proper support. And that is clearly lacking. And that is why people at ground zero in known gang locations mind their own business and affairs. That paradigm is not likely to change anytime soon. By the way... shootings... 6 shootings... what are we talking about here... how many injured? How many dead? What exactly, is Steve getting so worked up about?

How does one take back their city? What would you suggest the people living in East Portland do?

I think Mike is right; Steve's just trying to increase his visibility on Google hoping that'll help his campaign.

It really isn't as easy as "picking up the phone." I doubt that the cowboy suit strategy is very effective, either.

That might help bring gangs together through the power of laughter.
