A single, disabled, female resident here in Beaverton was kind enough to allow a couple to stay for one or two days. Unfortunately they preyed upon her. At least one of them is affiliated with a gang and brags about his gang ties to which the resident feels threatened. She locked the door when they left, so they yelled profanities/threats to her. Since I am the tenant union president, she came to me with the problem. We packed up all of their belongings and put all their stuff out on the patio/sidewalk to be retrieved by them. They have been informed that they are no longer welcome on the premises, so they called another resident then came back to the apt with that other resident seeing all their belongings on the patio/sidewalk. I video recorded everything including us packing up their property and placing out on the patio and sidewalk, so when they came with the other resident, we went back inside, locked the door, and called police who came. They were explaining squatter's rights where we informed them that the lease states that there is no subletting allowed and that the pair used up their 14-day stay which is the max that guests can stay by law. The police were not that helpful but possession is 90% of the law. The disabled resident left with her mother. As of now, the couple (esp. gang) member continues to harass & text/call the woman. She's not taking any calls/texts. and is afraid.

This sounds scary. I hope the Beaverton police do a good job helping your friend and making sure she is not a victim of crime. This is very upsetting.

It's really hard to understand from your post what's going on.

Does this mean that another resident let them back into the woman's apartment?

If there was no lease signed and no payments received you do not have to go through a '30 day notice' or anything of the sort as there is no precedent. This is similar to inviting a friend over for dinner and them deciding they're not leaving for the night. Call the police if you can not resolve this civilly.

I have to laugh at this. "This has nothing to do with 'liberal' or 'conservative' tenant-landlord laws.". It has everything to do with liberal legislation. It is outrageously insane that you cannot force a guest leave your own home in Portland.

The householder should seek the advice of legal aid. S/he needs a restraining order.
