Art has always been a subjective term, this isn't something that is exclusive to Portland.

portland is into art, japan is into kawaii and wired stuff. not sure about oth cities in the world

Montavilla maybe, though as I've noted in other threads Montavilla is really 2-3 districts in one. The 'cooler' parts of Montavilla are already very expensive. I'm not sure the cheaper side of Montavilla really has much going on that would attract artists, other than being a viable walk to Fubonn or Tabor.

Foster-Powell and Gresham are interesting guesses though.
