Interesting. Do you have a citation for that? I understand that the present petition went to the city council and was rejected because of some flaw in the petitioners' process. What I am wondering is specifically: is this a Portland thing, or a statewide thing? And I would like to read the section of the law itself that governs this.

The most detailed article I read reported the issue was that the petition included two separate ballot issues in one (de-annexation from Portland, and incorporation into a separate municipality in one fell swoop), which is a procedural no-no.

But I don't have any actual law to cite either.

I don't off hand, I might be able to find it later today. I believe it was mentioned in the article I posted in the OP, but that is the extent of my knowledge on that law.

The new city would need a cooler name than East Portland. Maybe it should take Portland's original name, The Clearing.

Or they could name it West Gresham.

This is spot on. Applying this kind of pressure, and the ensuing publicity, should shake things up downtown and get some positive attention for EP. If it doesn't, then there is a real problem with the city council.

To say I doubt that the people of East Portland have all their ducks in a row to make a go as an independent municipality is an understatement--leadership, infrastructure, etc. all take time, money, and planning--but you have to start somewhere.

I didn't find it in the orignal article. However I did find something about it on wikipedia. The rejection of the petition was based on the Oregon Constitution, Article IV, Section 1, (2(d)) and (5).

Exactly. Plus such a name would ignore that east portland on the whole leans middle-class and has some quite nice streets in its mix. And as urbanlife said, even the less desirable streets are still far from "ghetto" as most of the U.S. would use the word.
