The drought would have to get several times worse to really push people out of California. It's agriculture that's affected most, not really cities.

What would happen if some Californians turned on the tap and nothing came out? Or do we not believe that things like that can happen here anymore?

As others have noted, agriculture and related services are far and away the primary water users.

So people in L.A. probably won't awaken any time soon to find muni water has been cut. What is happening though, is that some areas in the valley that rely on well water are seeing shortages, as well as degrading water quality as ground water reserves are being drawn off much faster than they're replaced.
