Default DSL in the core

A relative is moving to an apartment in the core area. He uses Verizon cell phone as his telephone. The building provides Comcast tv. He wants internet access cheap (lets assume that free wifi isn't available). He doesn't send or receive music, video files, somtimes just family snapshots.

Recomendations, please.

Well the bottom feeder speed of DSL (640k download) ought to be real cheap these days since there is faster DSL and Cable AND FIOS (when available). Some DSL (all?) make you get a landline ($20/mo) and this effectively doubles your monthly bill. Cable makes you buy a basic TV package so no out there escept that your friend is already wired for Comcast so I should think they can get him a cable account at the going rate.
