They sure do. That's what the 24 hour notice is about. They can't just come in unannounced. They're the landlord and you're the tenant. They're the one in charge of the place, after all. But yes, according to Oregon tenant law they are required to give you at least a reasonable 24 hour notice and they have the right to enter for inspection, maintenance, and repairs. Someone else could probably clarify whether you have a right to say "That doesn't work for me, let's reschedule it" or not. I've been given the option, but I'm not sure if that's the law or not.
