I'm going to Alaska the end of August and I have a layover in Portland. My plane arrives in Portland at 9:40am and departs at 3:30pm. I have never been to Portland, but would love to experience a little bit of it if at all possible. Is there anything around the airport that is interesting to see or do? Is there accessible public transportation? And, based on the available public transportation is it even realistic to consider doing something in that amount of time? Thank you in advance for your comments! I greatly appreciate it!

You can take the MAX light rail directly from the airport into downtown, but it is quite a long ride (an hour I'd guess) so I'm not sure how long you would actually have to explore.

The most you could hope for is about 2 hrs downtown which is enough time for a nice lunch.

Yeah, the airport is not really central to the downtown. The "Cascade Station" area has shopping and food near the airport and is accessible by light rail, but its stores are not really unique to Oregon or Portland. There's a huge Ikea there though if that floats your boat.

Some east siders here could probably give you some tips on light rail stops to exit at rather than going all the way downtown (I agree it's at least 45 mins by light rail to downtown). You know, for some Portland-exclusive restaurants, etc.

The airport does have locations of some Portland icons (Powells books, Gustev's German restaurant) although they won't have the full experience...they'll more or less just feel like any old store in an airport.

If you can find a way to get to the Columbia River (not sure the transit options but it's close to the airport) you can see some neat stuff, like boathouses.

I would hop on MAX and ride it to downtown - to the Galleria stop (10th street), and walk two blocks north, to the cart pod at 10th & Alder. Take your pick of the food carts, and have some lunch. You can either walk straight back to MAX (a block further south than where you got off) for an airport-bound train, or walk a through town a little, down to Pioneer Place, and hop back on MAX there. The ride in and back out will allow you a little sightseeing. And eating at the food carts is a pretty "Portland" kind of experience.
