I think Rob meant to point out that in the Portland area,
-look first to the Portland Southeast neighborhoods,
-then Northeast neighborhoods,
-followed by the Northwest neighborhoods.

As you may have guessed, SouthWest is basic suburbia you find anywhere, and close on its heals is far Eastern Portland metro area.

A lot of portland is about the neighborhood, each is different:
PortlandNeighborhood's 'Net - Welcome to YOUR Portland Neighborhood Community

community association(s) maps (PDF format):

Some good (well written) basic reading:
be sure you read up on each of the neighborhoods Susan has included.
Portland Oregon Guide to Neighborhoods

The point is you sound like a Hawthorne district Type (Sunnyside, Richmond neighborhoods) while Hollywood district (NE) may be OK, but may not match your description of yourself(s). Yada-Yada-yada, the descriptions of the various 'hoods don't do justice to the true uniqueness of each neighborhood. Susan does do a good write up in the above link.
