The housing at PSU or the near by housing run by College Housing NW is safe and if you don't have a car, near stores, transportation and everything you'll need. I'd consider living on or near campus if I was in your position. You'll meet many other international students that way too.

I was just down there yesterday at the Farmer's Market (which runs Saturday and Wednesday - the Saturday market is in the Park Blocks right at PSU and the Wednesday market is just a few blocks down) and remembering how much I loved this campus when I was a student there. The little green oasis of the Park Blocks was always just a beautiful place to sit and unwind and read.

PSU has a good mix of students, as far as nationalities and ages, and it has a great feel. Definitely living on campus or as close to campus as possible would be good. The Trolley goes right through the campus and connects with the light rail (MAX), so as long as any housing you look at is on either of those lines, you'll have a very short and straightforward commute in.

Looking around at some of the on-line sites, small apartments in your price range are easily affordable. But if you are enrolled in PSU, the housing dept. there will help you find an apartment, even if you aren't living directly on campus.

In any kind of student housing you will have some noise and a mix of people. The only knowledge I have of is Goose Hollow Plaza, which tends to be a mix of people, not all younger people if that helps. And it's safe. It's about a 10 minute walk from the campus, two blocks from the Max train, a block from a variety of buses, etc. I'd live on campus itself if you can, but CHNW is a good alternative.

Than I am going with you. LOL. The thought also came to me that it could be a bit of a hoax.

In any case the "texting" style makes my head explode.
