I gave it an honest try, but I am just not sure Portland is for me. I don't hate it here at all, but something just doesn't feel right, and I think it may be time to move on.
Fair enough. It definitely doesn't sound like you're getting much out of being in PDX, I hope you have better luck with the next place!
But insofar as the driving is concerned ... Oregon drivers do actually tend to drive the speed limit or within 10 miles of it. I live just across the river but am in Portland several days a week. In Washington, the left lane is actually for passing, and the speed limit is 60, not 50, as it is in Portland. But I regularly drive 15-20 miles above the speed limit and go with the flow of traffic (not rush hour traffic). Yeah, Oregon drivers are slow (I learned to drive here so I am one of them, I guess), but I have no problem getting around them most of the time.
I am not attacking you, but thought you should be aware of the other side of the coin, as it were....
I understand the thought you're trying to express....
but taken in a different light:
You are demanding that people who drive in accordance with the law and the legal speed limit, are required to restrict their driving to higher traffic lanes, and give way and preferential right of way to drivers who not only are speeding, breaking the law, but who are driving 'bullies' self-absorbed in their own ego-centrist cares and importance...

Unless the faster driver is tailgating (which I believe everyone agrees is dangerous and uncalled for) I don’t see how they can be considered ‘bullies’.
There are signs all up and down the highways which state; ‘Slower Traffic Keep Right’. They don’t state; ‘Slower Traffic Keep Right Except If You’re Driving At The Speed Limit’. Nor do they say; ‘Slower Traffic Keep Right Unless You Don’t Feel Like It’.
Frankly, I would contend that the self-appointed ‘freeway monitors’, who take it upon them selves to try and regulate the speed of others are the ones who’re the real self-absorbed ego-centrist bullies.
I don’t care how fast I’m driving, 5 mph under the limit or 5 over, if someone comes up behind me, I give them the right of way. It’s the courteous thing to do.

operating a vehicle upon a roadway at less than the normal speed of traffic at the time and place and under the conditions then existing
and the person fails to drive:
(a) In the right-hand lane available for traffic; or
(b) As close as practicable to the righthand
curb or edge of the roadway.
(2) This section does not apply under any
of the following circumstances:
(a) When overtaking and passing another
vehicle proceeding in the same direction under
the rules governing passing in ORS
811.410 to 811.425.
(b) When preparing to turn left at an
intersection, alley or private road or
driveway.
(3) The offense described in this section,
failure of slow driver to drive on the right,
is a Class B traffic violation. [1983 c.338 §619;

Oh, do you mean in parts of Northern Europe where there are no speed limits on specific highways???
So, ahem, ah, does that mean posted speed limits in Oregon don't apply to some drivers (or all drivers?) because in places in Europe they don't have posted speed limits on some stretches of specific highways?
But seriously, anyone driving more than 10 mph faster or slower than the majority of other drivers in mildly congested traffic (or heavier traffic) can cause unsafe driving conditions. And this includes trucks and heavy load vehicles on I-5 just south of Portland heading up-hill to the Bertha Blvd (Terwilliger?) exit. And that road grade incline ain't all that bad either.

Safe driving habits should be practiced no matter where you happen to be driving.

It never ceases to amaze me why people just can't move the hell over. If you are putting along, just do it in the right lane. This was taught to most people starting with driver's ed - yield the left lane for faster moving traffic. It is safer and it is the LAW. The level of self-righteousness exhibited by certain drivers is unbelievable.
