Default Portland is a stressful city?

It was ranked #6 on a poll Sperling's Best Places

I always thought it was a laid back city, the opposite of a stressful place

What makes it stressful to live there? Is crime really a problem?

I am always a little suspect of Sperling's lists. His data is often dated and his listing methods questionable. The list you're looking at includes "number of cloudy days" as one of the key stress indicators, which is a significant part of the reason you see Tacoma, Portland, and Seattle so high on the list. Miami, New York, and Detroit likely show up high on that list for other (and probably more valid) reasons.

Hmm. Even though I don't live in Portland (I live in Seattle), it's never seemed like a stressful city to me. NYC, LA, SF, and most of the larger cities on the east coast seem much more stressful to me. Although Seattle has become more stressful as it has grown, it's still not that stressful compared to some other cities ranked lower on the list.
