I don't see the widening project on ADOT's active list: Prescott District - Current Projects

Here's a recent Courier article. It looks like the widening could happen in 2013-2014. ADOT looks to widen Hwy. 89 between Prescott, Chino Valley - The Prescott Daily Courier - Prescott, Arizona

And read the same guy's original post.
He was specifically complaining about HWY 89 from Prescott to Chino Valley.
Now I guess it's the entire HWY 89 road which goes for many miles in this state, or it could just be all 2 lane road in AZ, or maybe the country.
Some people are just never happy in life.

Well if you ask around I'm sure that Prescott could have spent this fortune on something alittle more worth while. I mean if are city fathers were really thinking safety? Why not do alittle planning before
spending are tax money. For example. There is oh most no city transit. and if they were really thinking about are safety they could have installed a Lite rail system in the same location (elevated) to help with commuiting and putting revenue back into the city. This would also create a few jobs My $.02

The two lane highway 89 referred to in the OP is not in the city, it's county/state road between Chino Valley and Prescott.
FYI
