I believe the operative term is "Not Yet".

The environmentalists, the Feds, the state, the testers and the fixers are plotting to extend the bounds of existing test areas day and night. There are literally millions of dollars to be made in testing, repairs and fines. The fines alone make the whole thing very, very attractive to the state. Add certification and license fees for testing and repair stations, and the money to be collected is very tempting.

Wickenburg got bit recently, and folks are scrambling to make their cars legal. Some are really hurting because smog equipment is inoperative or missing from their cars and replacements are either not available or horribly overpriced.
