Can an appliance with a polarized plug be safely plugged into a grounded outlet?
If not, can my electrician change the polarized plug to a grounded plug to permit plugging into grounded outlet?

It depends if you are within or just out of the Prescott, Az. city limits.

The alternating current is reversed in Prescott vice Yavapai county at large, so you will have to seek out a city electrician, or a county electrician for your plug issue to be addressed correctly.
