Welcome to Prescott!!!
The cost of utilities is going to vary greatly depending on: size and age of home and things like amount of insulation and dual pane windows, etc. With water, it will probably be the basic amount until summer and then it will depend on whether you have a lawn or not. I've noticed that there isn't alot of difference here between heating a home with gas vs electricity, as long as the furnace is energy efficient.
