I think it would. The only way around that, could be, if Toronto or even Vancouver ever got a team, would be to move at least one franchise to another town, as opposed to folding it. Even then, it would probably just prolong a slow death.
There's a reason why the Windsor area doesn't have a team....thanks to the Lions. I hear almost no one cares about the CFL, in Windsor, since the NFL is almost in Windsor.

You should ask a bunch of Canadians that.

From what I read, the Grey Cup (Their Super Bowl) is still the most popular annual sporting event BY FAR.

Plus we don't need any more teams.

The most likely scenario is the Bills relocating to Toronto. Somehow I doubt it happens.

Dont the Bills play at least 1 or more games in Toronto, and SELL out the Sky dome?
Toronto has been trying hard to get an NFL team, and the NoFunLeague wont hear of it.
A study was done that showed that DETROIT could support 4 different football teams from different leagues. Now Toronto is a much richer/more affluent/more successful city than Detroit. So Toronto could easily support 2 football teams (in different leagues), and it would NOT kill the CFL.
