Depends on whether the Super Bowl was on the East Coast or West Coast.
On the West Coast or in Western states- Raider fans would have the advantage as the real thuggish hardcore violent Eagles fans couldn't afford to come out.

On the East Coast - it would be the other way around, and for the exact same reasons.
