Rugby is continuous motion. Meanwhile, football has evolved so that the action takes place in discrete units, or plays. Nitwits who don't bother to learn the game talk about stultifying effect of the stoppages, when what they should really be thinking about is that these same stoppages create a sport where each play possesses its own inherent drama.
For example, 4th down and 3 early in the game will have a completely different set of requirements as 4th down and 3 late in the game. Depending on the defense's alignment, do you run or do you pass? Do you substitute in an extra tight end to help with blocking at the expense of your running game? And the list goes on and on.
So there you go. Quit thinking of it as a variant of rugby and think of it as its own sport, an interesting mixture of rugby and chess with the extra dimension of the forward pass thrown in for additional excitement. For football is endless permutations of strategy and tactics, and each play has its own set of situation that need to be fulfilled.
