I don't know if owners have identical expectations of the general managers they employ. I think that whatever fans think, the boss is who the GM must try to satisfy. But here's what I wonder about fans. How do they appraise the goodness or badness of a general manager? Is it post-season appearances? Or some mixture of things? Do fans share a common standard on what makes a bad GM?
Fans (some) have become a demanding lot. They want immediate results, and if a GM doesn't deliver, fire him and anyone else in the front office! All you have to do is go to a local paper of a team, read the comments following the articles, and that is downright scary sometimes. Do these people really think they know best and could do better???
Fans can't make anyone get fired. The owner is the sole determinant of front office changes. If there's someone to blame, it isn't the fans. In Minneapolis, fans were grumpy about all the losers after Jim Finks. But it didn't make any difference till the ownership changed. But the team never really found anyone the quality of Finks. And he also brought that to his other teams. Though I do think the Vikings provided his best record of achievement with four Super Bowl achievements and the Bud Grant days.
Hell I remember a "Fire Millen" chant at a Pistons/Bobcats game in Charlotte once. And why not? Terrible drafting, 0-16 season (and yes I get he got fired in week 4), 3 full seasons of not winning a road game, etc.
And yet, he was one of the highest paid GM's during the 2000's
Broncos fans chanted for Tebow. Shrug. Not sure how serious to take these chants.
Not I said the cat. Hated the Tebow trainwreck and was overjoyed when we sent him to the Jets for a bag of used practice balls. An offense that constantly goes three and out for 55 minutes is not my idea of good football.
Jerry Jones is not among the worst GMs. He actually does get talent, but he's the NFL's Indian giver. What he giveth with talent selection and good contract structuring, he taketh away with his enormous ego and meddling. He's not the worst yet, but he's gradually descending.
My calculations say that from 1989-2013, the Cowboys are .536. Not sure where that puts them. But in the long term, in Jones' ownership, they are pretty middle-of-the-pack. Last 4 years, 8-8 every year. The last four years are TYPICAL Cowboys finishes in Jerry Jones' years. Their best years were when Troy Aikman was there. When he quit, the team has been anything but America's team.
In that time frame, the Cowboys won three Super Bowls. There is no comparison to that and the Matt Millen years in Detroit. None.

Any GM that was part of the Cleveland Browns from their return in 1999, until now. I am willing to give Ray Farmer the new GM a pass, as it is his first time since the Browns parted ways with Joe Banner, and that idiot Mike Lombardi!

Finks left 3 years before the Vikings 4th Super Bowl appearance, tho I can't say I'm surprised you didn't know that.
