It started this year. Some AFC (CBS) games flex to FOX and some NFC (FOX) games flex to CBS, though I forgot off the top of my head what the reason was. I'm sure awful announcing has it stored in the archives somewhere if someone wants to take a hard look there. Today's Jaguars Titans game was on FOX
And as mentioned the Panthers/Falcons game was on CBS

It actually started in week 1! The first flex of the 2014 NFL season moves New England-Buffalo to Fox - Awful Announcing with Buffalo @ Chicago on FOX instead of what should've been CBS.

Here's the quote as to why "cross-flex schedule" happened this year:
"This is being done to improve the schedules for CBS and Fox so one network won’t have all of the intriguing games for that week and also to ensure one won’t have more games than the other."
Buffalo @ Chicago, Buffalo @ Detroit (week 4), were both scheduled to be on FOX when they should've been CBS property and week 2 Atlanta @ Cincinnati was on CBS when it should've been FOX property.
The first flex-crossover happened week 6 when the Patriots played at the Bills. That was originally supposed to be a CBS broadcast, but when FOX lost a 1 PM slot when Chicago @ Atlanta moved to a national 4:25 slot, FOX replaced it with the Patriots/Bills games.

As for why there was 2 today, at least my best guess:
CBS lost Steelers/Bengals to NBC. They took Panthers/Falcons for the NFC south, and since FOX now had an opening since they lost that game to CBS, they took Jags/Texans to balance out the 1 PM slate which had more CBS games than FOX games. Had CBS stayed with Jags/Titans FOX would've only had 4 1 PM slots: Eagles vs. Giants, Redskins vs. Cowboys, Bears vs. Vikings, and Saints vs. Bucs while CBS would've had 6 1 PM slots: Jets vs. Dolphins, Bills vs. Pats, Chargers vs. Chiefs, Browns vs. Ravens, Colts vs. Titans and Jags vs. Texans. Jags/Texans over to FOX gave each network 5 1 PM early games.

Good research 7exp.

for my money, this is a good deal idea...and funny how i didn't even notice until the end of the season and wouldn't had the Falcons and Panthers been playing on FOX instead of CBS.

I never got over the NFC no longer being broadcast on CBS and it's been 20 years lol

I remember that very well but because they took so many of the old CBS folks with them to FOX, it was almost seamless. FOX shook up the NFL and created a bidding war between the networks driving up tv money which in turn drove up player salaries...

It took me about 3 years to get used to the NFL on Fox because I had trouble watching football on the same channel that aired Married with Children lol

I barely notice it anyways because I ALWAYS watch Redzone anyways, I never watch the actual game on CBS/FOX

When i had DirecTV NFL ticket i did that a lot as well. One thing I noticed was you never really get the ebb and flow of a game when your watching Redzone only and now that I no longer have NFL Ticket and cant watch Redzone i find I enjoy the (entire) games more... it took my son a good 2 seasons to get used to not having the Redzone channel.. I am sure that if I still had NFL Ticket I would watch more Redzone than anything else. I think they should offer that channel OUTSIDE of Directv and the NFL Ticket..
