You have to remember that the Packers fan base is not just the city, it's the entire State of Wisconsin.... And were fanatical about it. That's 5 million people + in the state. The Packers' fan base is famously dedicated: regardless of the team's performance, every Packer game at Lambeau Field has been sold out since 1960. Plus they retain their fans.
Don't quote me on this but I believe U.P. Michigan considers the Packers to be their team also.
Los Angeles needs a football team, it has the most populated county in the United States. The fan base would be enormous, the only problem is the cost of a new football stadium. I'm tired of Los Angeles fans having to root for the Oakland Traders, while I chose the San Diego Bolts. Las Vegas is the worst place to have an NFL football team, the gambling would be outrageous, and those Vegas folks know it.

Tuscon won't have a football team because Arizona already has the Arizona Cardinals. Yes, some states have two football teams. But, all of them have at least 10 million people.
Getting off the subject, just for kicks, here are some of the stories the NFL will talk about for years if one of these teams win Super Bowl XLI...
If New Orleans wins...

I live in Southern California. You know what, I think people like not have to be for a certain team. I think it is kind of cool that I can live here and be a Green Bay Packers fan. To me it is a little more fun so I don't care if we have a team.
Also, most of the Raider fans are just gang type fans. No, I'm not saying all the fans. This might offend some hearing this but you're not going to change alot of the mexicans fan affiliation. Many of these "fans" really are just more into the gang mentality/affiliation. I know a couple of Raider fans, again not trying to offend, but they are mexican friends of mine. Most other people that I know or run into hate the Raiders because of that affiliation between them and the lowlifes of Southern Cal.
Just one stupid little example. I personally believe that the reason Randy Moss chose #18 was because he knew he would sell alot of jerseys because the idiot 18th street gang love to wear that jersey. Smart I guess on Moss' decision. Don't fool yourself into thinking that he didn't know this.

Are the Packers a "Mom and Pop opperation"? Well, when you look at it, yes.
Every city/team has some kind of reputation, which could also affect what town gets a team and whether they want to keep them. Some believe that because Oakland is vilified as a gang infested city, the Raiders make a perfect fit. New Orleans is a big football town, that's why even with Katrina, the Saints stayed. People in New Orleans will NOT let the Saints leave. And when the Oilers left Houston for Tennesse, they played in Memphis. But apparently, Memphis is more of a Basketball town (or so I've heard), and they moved to Nashville.
Image, sometimes, reflects your teams location. It also affects your fanbase.

Well yeah, that's what I'm really trying to say. Al Davis knows that some of the fans of the Raiders love the image. They've had it for years, that's why they're not going to change. Those fans accept the gang image (regardless of whether they are in Oakland or LA or wherever) because it gives them sort of a trademark. It makes them seperate from other teams. What also seperates them from other teams is the fact that they're the worst team in the NFL, which is probably another reason why some Raider fans gladly glorify the gang image. Whether it be good or, in this case, bad, every every team has some kind of image. And I really believe that's part of how NFL franchises choose where they want to be.
