I would never use a phone that I did not order that arrived in the mail. Also, for her battery to be dead she has probably used this phone a lot for a long time. I have had cell phones for 2-3 years and not had the batteries go dead. If she is so paranoid of the FBI she shouldn't have used it in the first place.

If not, then no reason for any law enforcement agency to do such a thing.

Or is she having financial trouble? If yes, maybe an "angel" / friend sent her a present!

Another possibility is identity theft. Someone used a credit card in her name to purchase the cell phone and they sent it to her address rather than the address of the thief. Does she have any kids (teenagers) who might have used her credit card? Anyway she should check her credit card statements to see if there are any unauthorized charges.

And if any possibility that some sort of identity theft is going on, she should check her credit report. See if there is anything unauthorized on it.

Another possibility is someone is getting her mail or certain things sent in the mail along with all this. For that she should get her mail as soon as it is delivered or have it held at the post office for a while. Someone could order stuff in her name, then get it out of her mailbox before she gets home - but missed getting the cell phone.

All sorts of possibilities!
No kids, she really isn't bright at all. She's not the first person i've heard that thinks the FBI is watching them. I'm wondering if it's a psych disorder. I live in an apt and our mail is delivered downstairs to our boxed that only we have keys for.
