This is a good thing, I guess. We have owned our lot for 5 years, and while we at first were paying the standard monthly fee even though there was no usage, we knew it would be years before would be build on it, so we contacted them to see if there was any way around paying this. We were told they could put a moratorium on our fees, until such time we built on it, and then we would have to pay a fee to be reinstated..
Well, five years later (seems like longer ) we got a letter that says they are capping our sewer (which we don't have) and doing something to our water and electric hook up, and "expunging any current balance owed". Which sounds great. I guess.
The letter also said we would have to pay the current rate to "reconnect" if/when we need power and water again.
Has anyone heard of this?

No but I cant imagine that they are doing it for your benefit.

I can almost guarantee that this is going to save them money and cost you more at some point

Here, being in commercial real estate, I have many minimum bills that I pay regularly with no usage for buildings that we have demolished. They will not charge to remove the electric meters, but at about $10/month it's less than the cost of putting it back in if withing 4-5 years. For water meters, they charge us $7,000 to remove it, so we pay the minimum, unless we know it will never be needed in the future. I hope you don't find that the the current rate to "reconnect" is $10,000 or more when you do need the services. I have seen that in the SF Bay Area.

Mrs Cool, your lot is EMPTY! How on earth have they been charging you base water & sewer fees when there is NO HOUSE there!?!?!? It should've been treated like every other vacant lot in the county, meaning NO charges whatsoever!

I'm just confused how you've let them charge you all these years!? You've never fought them on it? Kind of seems like they would owe you all of what you've paid them (and good luck with that!)

No, we haven't been paying them. We contacted them shortly after we bought it and asked what we could do. That's when they told us they would put a moratorium on it and basically worry about re-connection when we build.
