Your "builder" does not know best. The HVAC professional is the one who knows and as Peter said, if in FL energy calcs must be submitted and approved for permitting.

If there is a subsequent issue with performance you will also have a valid claim against the builder.

Yes, we're building in Port Charlotte, so I assume but will verify that the permit was done. Thanks.

you should get a copy of the calcs, there is a certificate at handover that certifies the home was built in accordance with the calcs, it will give the size of the AC Unit. you cant get a permit without them

also it will show ac size on the permit info on the CC website
