In preparation for an international flight with an infant, I need to go to RDU to work out a ticketing problem I have. Unfortunately, I HAVE to go to the ticket counter to resolve this, I cannot do it over the phone.

I know that RDU has busier and not so busy times, but I don't know exactly when they are. Is there a way to find out what time would be the best to go so that I can get in and out?

You could try checking the departure schedule for the airline you're flying ... fewer departures around a certain time should mean fewer folks in the ticketing line for the proceeding hour or so.
Some carriers like AA used to have "city ticket offices" that were easier to get to but I don't know how many of those still exist. Your carrier should know that answer.

I've generally found late afternoons / early evenings to be less busy at RDU. By all means avoid the place before noon. Not sure at all what weekends are like.

I would imagine Tuesday-Thursday mid-day to early afternoon would be best.

Well, I just went. <1hr round trip from Chapel Hill. Not too bad. Luckily I inquired with an agent roaming around and did not have to stand in line with (or hold up) all of those boarding flights.
