Taxi service in Raleigh (home, taxi cab, living in)

I notice a lot of independent Taxi's around town.. Does Raleigh have a standard taxi rate.?.I am used to living in towns were the rates were posted on the doors..(i.e--$5.00 first mile and 2 per mile after wards)..Other towns I have also seen some that will have a flat rate to the airport included on the li list..Is there such a thing around here..or do you take you chances when you get into one.?

Thanks... but I am talking about getting a taxi when I am not home or not near a computer to make a reservation..In my home I could hail a Yellow cab on the street because they were the taxi cab co and regulated by the city. I did see the info regarding the rates as guidelines (interesting choice of words guidelines vs law ).This is a start ... thank you for your reply
