I agree the image is much worse than reality with Durham. I am building in Brightleaf, and the crime in the area doesn't scare me. Less there right now than there is at Brier Creek, btw.
But we traditionally have had some pretty inept political leadership. I think that's our biggest hurdle, really; and we seem to be making good strides in that regard recently.
