Weather is pretty similar, Raleigh is more "sophisticated"--define that as you will--and more diverse in people and things to do. Also likely more expensive to live. For the job market, it is highly dependent on what kind of industry, but you shouldn't move to either city right now without something already lined up. Making friends in a new place is about getting out and joining groups, whether it's a sports league, volunteer activity, church, community orchestra or chorus, etc. In these days of cell phones, Internet, and iPods, most people aren't as likely to run up to you to makes friends, no matter what city you're in, as they were 20+ years ago.
