Who makes the decisions to change interstate freeways. For example the decision to kill our Raleigh Beltline, or generally speaking- or assigning names to certain stretches of interstate in a big city like I-635 "LBJ Fwy" in Dallas. Who thinks of these ideas and who decides to make it happen. Does the public or residents/citizens have any say in local Fwys maintenance?
