You should be able to get to either. The DOT does *not* clear the Blue Ridge Parkway when it snows, and it does snow some at the higher altitudes. That said, Boone isn't all that high - only in the 3,000 to 3,5000 foot altitude range, so you should be OK. But an unexpected snowstorm could make access more difficult. I haven't been to Little Switzerland, so I can't comment on access during the winter months. But it will be colder - probably 10-15 degrees colder than the Triangle at that time of year - so dress appropriately.

Linville Gorge (the best hiking in the area, IMO) is readily accessible from either Boone or Little Switzerland. Boone is more accessible in inclement weather.
