This has become fairly fascinating as my opinion has evolved over time. When I read the original post I was thinking like the majority of initial responses - the least expensive were free. I then looked at the online menu and it does say 2 for 1. That would indicate to me that if you order one $15 roll and one $6 roll they bring two $15 rolls and two $6 rolls and you pay $21. By that logic, if you wanted to substitute the 2nd (free) $15 roll for a $12 roll you should still only pay $21.

Since this is not a coupon/special offer situation, but appears to be the normal offering of the restaurant, I would think they would be best served by just figuring out how much they should charge for something (like 1/2 or 2/3 of what they are charging) and leave it at that. Should ordering food really be as complicated as setting up a mobile phone plan?

It is widely known that in almost all BOGO situations you pay for the most expensive items and get the cheapest items free.

Doesn't DSW do a buy one get one free thing? If I went in there and bought 4 pairs of shoes (don't judge me ). two pair at $75 and two pair at $50 I would totally expect to pay for both $75 pairs and walk out with $100 worth of free shoes.

Why would it be any different with sushi?

However, if you buy two $15 items and two $6 items, it is logical the one $15 item "comes free with" the other $15, and one $6 item "comes free with" the other $6 item. If someone at the next table bought two $15 items only, one would be free--why does the customer who buys MORE get LESS of a discount? Not "buy two $15 items, get two $6 items free". Thus they are getting $42 of food for $21, half price, which is generally the spirit of "buy one, get one free". It is deceptive marketing (I say as one who worked in retail management for 7 years and have also worked in restaurants) and needs to at the very least be more precise in its wording.
You are buying the same type of item though, plus I have only seen it work this way in BOGO situations. Seems common to me. The equal or lesser value was free in my example also, the lesser ones are free.

Tasu and Shiki in my experience has also explained that that when you order, and honestly it only makes sense to me that way to me, and others that I have gone with.
