While it is always possible to create desired criteria that the market doesn't offer, there are tons of new construction single family homes in the Raleigh area that meet your criteria.
You can find communities in NE Raleigh, East Raleigh, SE Raleigh, and also in surrounding towns. Looking at surrounding towns opens MANY creditable options.
Your agent needs only to search for them under "Wake County, new construction, </=$250,000, 1garage," and sift the results.
Townhomes are available too. The reasons that the townhomes are rentals, and vacant rentals, are the publicity we have had as a livable area, the ready cash coming from out of state to invest.
The issue is compounded by inexperienced "investors" who don't know how to analyze a rental and pay for more for a property than the actual market rents can ever justify.
When you see a $400,000 rental home asking for $1700/month, or a $250,000 townhome asking $1200/month, odds are you have a rookie landlord taking a bath, big time.
If they try to raise the rent to tote the note and expenses:
Voila! Vacancy!
Makes it a less attractive neighborhood, I agree.
