Our experience with the express busing is that the bus always arrives within a 10 minute window of the scheduled time which is pretty darn good considering everything that can possibly delay the bus including traffic and unruly student behavior.
It's a parental responsibility to make sure someone is there to meet the bus if necessary. Some parents/adults are never where they need to be on time, so would you expect the bus driver to just sit there and wait until the parent shows up delaying all of the other students on the bus from arriving at their stop on time?
The school system should not be expected to be a babysitter and if the parent can't meet the bus then they need to make other arrangements or hire a babysitter. Based on our experience I think the school system already goes above and beyond to ensure the safety of the students which surely wasn't the case back when I went to school.
Sometimes I think parents ask for and expect more from the school system than should be reasonably expected and then they're the first to complain when their taxes go up to help pay for it.
