But the problem on Capital is there are so many stores so people are always looking around, unlike on an interstate where there are just mostly trees & your exit!

To the OP,s point It sounds like 1942 Germani "Papers Please" or is it "where are you coming from tonight? licence and registration please (sir or madam) The terrorist have already won if people on this forum think this is acceptable (if you think te police have to have a "valid" reason to pull a citizen over IMHO you are naive

Probably everyone who drives has been guilty of a few mph over the speed limit. Even the cops will tell you it isn't so much the speed of the pack that is dangerous. It is the difference of speed WITHIN the pack that causes problems. It's that one person that has to get around everyone in front of them that causes accidents.
Granted, there are some local jurisdictions that will stop you for anything over the mph to build up their coffers. There is one not far from where I live.
I really have a problem with people not coming to a full stop at stop signs or when doing a right turn on red which is legal in some states. A tap of the brake and a quick glance doesn't give enough time to really SEE what might be coming. Like motorcycles for instance, or cars that are close to the same color as the road and blend in with the background. I go a few mph over the limit and I admit it. But I don't try to run over people or tailgate, I just go with the traffic flow. I always STOP at stop signs and when making a right turn on red. I want to make sure I have time to SEE things. It only takes a few more seconds and I ain't in that big of a hurry.

Cary has always had a reputation of pulling people over for nonsense. I got a ticket for running a red light, when I came to a "rolling stop" at a dead intersection at 2am. The only people at the intersection were be and the policeman behind me. Silly me, I wasn't stopped long enough.
IMO the crime rate isn't low in Cary because of the huge police presence. I think it's more because there are more wealthy people in Cary than other towns in the area. I'm sure if the per capita income was the same in Garner and Cary we'd have a lower crime rate too. The crime rate in the trailer park in Cary is significantly higher than in Preston. I'm sure there's more of a police presence in the trailer park.

If you break a traffic law at 2am nearly anywhere in the Triangle, you are going to be pulled over. It gives the officer probable cause to pull you. That is right when the bars close and there are a lot of drunks on the road. You broke the law.

I totally broke the law, by not counting 1 -1,000, 2 - 1,000, 3 - 1,000, instead of 123 go! I agree...probably cause at 2am.

You don't have to wait there for a specified time, your wheels just have to stop rolling. Like the PP said, that's probable cause for a stop and at 2am. There tend to be a greater percentage of intoxicated drivers on the road at that time.
