Anyone notice the rust that is already showing up on each end of the joint of the lower arch to the upper section?

Yes, some surface staining. I doubt it's of much concern.

I'm not worried about stability at all, just seems like the kind of cosmetic thing I get dinged for on my projects all the time. Its a brand new bridge and stuff like that is not acceptable, IMO. May be a design issues though as it seems like all the water has nowhere else to go.

Are you sure it isn't made of cor-ten weathering steel that is designed to rust?

I have no idea - but it's a painted structure, and there are rust streaks at a couple of spots.
