There's actually a local company (LCFoods Corp) that sells mixes online and ultimately is trying to find bakeries, but - and oddly enough, I asked yesterday - their bakery plans may be a bit far down the timeline. You might want to email them and ask, though they'll probably suggest that you purchase their mixes. Good luck!!

I don't know of any bakeries that don't use sugar or honey since they're both important to the chemistry of baked goods browning.

You might look for Passover products like the coconut macaroons by Manischewitz. I'm not sure whether they have any flour in them, but check the labels.
