I don't recall the part of the law that allowed someone to impersonate anyone else legally, for any reason.
A large portion of them are here with no health coverage, which means unpaid ER bills, Medicare and Medicaid picking up the tab. Of course, Medicaid and Medicare aren't getting accurate numbers of people, so they're not even getting funded appropriately even according to their own broken allotment system, so yes - the unreported portion of the population is making that situation worse.
One of the northern states did a study a few years back, and tried to quantify the amount each taxpayer was contributing to covering the services for this population, and it came down to roughly 800$ per taxpayer per year. I'm all for helping out in any way I can, but taking like that is theft, pure and simple. A lot are probably decent enough, but me liking you doesn't change the law in any way.
The process for getting into this country has some serious problems, that is true. But it's the process we have - going around it is inexcusable, a crime, and quite honestly, discriminatory.
Finally - allowing certain companies to pay people below minimum standards (never mind the "under the table" part) is just a neat way to create a whole new generation of indentured servants, or - let's use the words - slaves. You know what - I'd rather pay a bit more for my vegetables, or my smithfield ham.
Fixing the system is important - but ignoring what's there isn't the solution.
