I have been reading here how some schools are capped even though your address is assigned you maynot be able to attend that school. We are looking to buy a home this spring and have a daughter who will start K in 2014-15. I can understand how a grade could be full of students who desire to stay (grandfathered) but could the K class be capped too?

I don't think a base school can cap you out for kindy - that's why they register kindergarteners in January, so they can get a sense of the size of that incoming class. Then they can determine what they are going to do with the rest of that school.
If you were trying to get into a school for kindy this year and the school is hard capped, you'd be out of luck, but I wouldn't worry about registering for school for 2014 just yet.
I could very well be an issue if you don't move here until spring. Enrollment could be hard capped by then if others are already enrolled and the capacity numbers are reached, even if it tunrs out to be your base.
People moving here will then be sent to an overflow school.
Thank you all for your feedback. We already live in Cary but looking to buy in Apex probably and it just wouldn't make sense that the incoming K class would be capped.
Rising kindergarten students who have proof of residency within the attendance area for the capped school on or before the date established by the board and who register in the capped school by June 1 are eligible to attend the capped school.
So it looks like if the school is going to be capped, as long as you can meet the residency requirements (have already moved or have a closing date) and get registered before June 1, you're good.
Luckily not many WCPSS schools get hard capped anyway, just a few.

But the date established by the board is usually in January. You would have to have established residency by January (whatever date - last year it was the 12th, probably the 11th this year). I know a couple people who have gotten THE last seat at our school over the last couple years moving here over Christmas break.
Just more malarkey to contend with, throwing all these different dates around!
