Turns out there was a parade in tribute to fallen firefighters that was the likely reason for the streets being blocked off in the area you're talking about (I had seen them, too).

There was a firefighter funeral going on, I believe - we had to detour around on our way to the science museum - I couldn't believe this was from the OutRaleigh thing so I craned my neck and looked back and saw firetrucks and firefighters in their dress blues on a church steps....then when I got back to Hillsborough saw firemen walking down the street. It wwas all over and done by the time we traveled back 90 minutes later.

ETA - just saw Francois' post - makes sense since a lot was blocked off.
